Gov. Cuomo presented his 2020 budget on Jan. 13, 2020. In that budget, he announced he was going to "flip' the process of siting industrial wind turbines and solar operations (see 'Cuomo Speed Up: $33 billion Green Raw Deal' ). This "siting" business is a big deal. Though terribly weighted on the side of industrial wind, and the State with its arbitrary Clean Energy Standard, the process allowed meaningful discussion, almost enough time for New Yorkers (Western Tier and Upstate) to become educated about subject.
On February 20, he attached a 41-page amendment to the budget that eliminates the Public Service Commission's Siting Board and hands the job of siting (pushing) wind and solar to the a newly created "Office of Renewable Energy Permitting" under the Empire State Development agency and NYSERDA further eroding local government zoning and home rule. By passing public participation accelerates the negative economic, environmental and human health aspects of huge industrial energy projects The amendment should be withdrawn.
